The Marine Measures Associate will take a lead role in designing, tailoring, implementing (where required) and supporting the analysis of a range of biophysical and Resource-use related monitoring operations within the campaign sites, in collaboration with the “Implementing Partners” (IPs), most commonly the MPA agencies, at sites.
Rare is currently in the process of launching Pride Campaigns in 12 different MPAs across Indonesia and Malaysia, and has alumni campaigns in a further 10 MPAs in Indonesia and Timor Leste. Measures for Threat Reduction (TR) and Conservation Result (CR) need to be taken at both the start of each campaign and the end of each campaign at each site, as well as three years post-campaign conclusion.
The position will work closely with the Marine Program Director, Cohort Director and Pride Project Managers (PPMs) as well as associated guest experts and a consultant ‘technical team’. Where IP’s (MPA agencies) have existing data and monitoring teams available the Marine Measures Associate will work closely with those teams on sites to ensure the monitoring methods used are robust, monitoring activities are conducted in alignment with Pride Campaign timing, data is appropriately analyzed and metrics extracted and available. Where IP’s do not have existing data or monitoring staff on-site, the Marine Measures Associate will (in collaboration with the Marine Program Director) recruit and manage a short-term “Technical Team” (comprised of consultant monitoring experts) to conduct appropriate monitoring at sites and / or train appropriate site-based staff / community members in monitoring techniques (as required).
In addition to the above site support activities, the Marine Measures Associate will also be responsible for conducting measures-related training for the Campaign Managers during the university based training periods. The Rare Pride Program includes 17 weeks of training at the University in 5 subject areas: Conservation Theory and Practice, Research Methodologies, Social Marketing techniques, Project Management, and Leadership skills development; and 84 weeks in the field implementing social marketing-based Pride Campaigns in their communities. Within this formal training process the Marine Measures Associate will support the Marine Program Director and Training Director in the curriculum customization process, delivery of targeted Marine Measures related training, as well as supporting the in-house capacity building of rare staff (especially for the Pride Project Managers responsible for mentoring the Campaign Managers).
This position with report to the Marine Program Director and will also be engaged in supporting the design of future measures programs and recruitment of future cohorts of campaigns.
Areas of Responsibility:
The Marine Measures Associate’s key responsibilities will be to support the monitoring and measures of threat reduction and conservation results.
Duties include:
Liaise with the relevant monitoring teams in IPs and associated monitoring partners at each site to tailor and customize monitoring operations to assess Threat Reduction and Conservation Result measures.
Work with the Implementing Partners and Campaign Managers, in collaboration with the Pride Program Managers, to identify and implement survey support where needed.
Recruit and oversee a survey support ‘tech team’ to implement pre and post campaign surveys / training for surveys at sites where needed.
Conduct on-site surveying / training as required.
Review all partner data and analysis to ensure measures are scientifically robust, credible and useable.
Ensure survey operations conducted by the tech team are robust and scientifically sound
Ensure monitoring techniques capture essential “comparable” measures for inter-cohort learning
Ensure baseline (Conservation Result/Threat Reduction) information is captured at the start of the campaigns
Ensure follow up monitoring is conducted on identified indicators to enable assessment of results over time (yrs 2 and yrs 5).
Support Marine Program Director & Training Director in the customization of the curriculum
Undertake delivery of customization components in University phases
Support the PPMs in day to day technical advice and support, and support the Marine Program Director in delivering targeted in house training to improve in house capacity for marine theme development
Support Marine Program Director, Partnerships Manager and Vice President in the campaign recruitment process, in terms of leading follow up technical communications with management agencies to acquire pre-information on zoning plans, monitoring conditions, existing capacity etc.
Perform frequent language and cultural translation revisions for wider Rare staff to ensure materials are appropriate and effective
Provide general administrative and logistical support, as needed
Work as part of a team to review and provide coordinated feedback to Pride campaign products and assignments, campaign deliverables, project plans, materials in development, and final reports.
Conduct on site support visits with associated managers.
Work diligently to constantly improve and update course materials, Pride curriculum and tools for the Pride program, and promote cross-campaign learning and network building.
Qualifications, Skill & Knowledge Requirements
Education and/or experience equivalent to a Bachelors degree (Master’s Degree preferable) in the field of marine biology or related subject.
Strong understanding of marine conservation, ecology and biodiversity issues
5 years or more of work experience in conservation, marine surveying, conservation implementation.
Strong experience in data analysis and data management.
Solid understanding of basic to intermediate statistical analysis.
Proven success in project planning, time-management and multi-tasking.
Proven experience in a range of marine monitoring techniques (for example: reef health monitoring [PIT,LIT, Manta Tow etc], Fish surveying [UVC, SPAG etc], Resource-use monitoring, compliance surveying, CPUE monitoring and other associated marine conservation monitoring techniques)
Qualified and experienced scuba diver (advanced/rescue level or above with more than 100 dives logged)
Teaching, training, or coaching experience preferable.
Good track record, relations and marine networks within Indonesia and South-East Asia preferred
Proven success in being able to thrive in team environments, having a strong understanding of diversity and other cultures, and having built relationships over long distances
Fluent English and Bahasa Indonesian language skills – both written and oral
Willingness to travel based on needs of the position (up to 40%).
Experienced in using MS Office, databases, graphics, Google-earth and other multi-media software
Believe in working with local people as a fundamental element to conservation success.
